According to Col Asuncion, only the Comelec can issue a gun ban exemption, and, if Kurt Matthew don’t have a License To Own and Possess Firearms (LTOPF) and no firearm registered under his name, he cannot have a ‘certificate of authority’ for the gun ban exemption. According to Asuncion only authorized personnel are allowed to carry firearms outside of residence and anyone under the gun ban rule is prohibited to bear, carry and transport any firearms.
Meanwhile, Jomar Pajares, a security guard who sought the help of #IpaBITAG mo, after mauled by Kurt Matthew Teves is now under the protective custody BITAG. According to Pajares, he is still unsure of his safety, even though the brother of Kurt, in a media interview said that his family is willing to talk ‘peace’ with the victim.
