Kinilala ang biktima na si Sulpicio Blanco, 62, residente ng Suba-Pandan, Poblacion, Sibonga.
Unang napaulat na nawawala ang mangigisda matapos itong hindi umuwi ng bahay simula noong pumalaot ito noong Miyerkules.
Narekober ang bangkay ni Blanco sa isinagawang search and rescue operation ng joint operatives ng MDRRMO, Bureau of Fire Protection-Sibonga, Philippine Coast Guard (PCG), RMFB-7 SAR team at Sibonga Bantay Dagat.
Natagpuan ang bangkay ng mangingisda na palutang-lutang sa karagatan na sakop ng Barangay Taloot sa Argao, Cebu.
Sa inisyal na imbestigasyon, asthmatic at may hypertension ang biktima kaya posibleng inatake ito ng sakit habang nasa laot.
