Nagkasagutan sina Senator Raffy Tulfo at Senator Cynthia Villar kaugnay sa usapin ng conversion ng mga bukirin o ‘farmland’ sa residential at commercial land.
Sa pagtalakay ng Senado sa panukalang 2023 budget ng Department of Agriculture (DA) ngayong araw, nakwestyon ni Tulfo ang DA kung ano ang ginagawa ng ahensya sa lumiliit na mga lupang sakahan dahil binibili ng mga malalaking developer at ginagawang residential at commercial area.
“Sa ganitong pong nangyaring masamang sistema na paliit ng paliit ang ating pong farm … Sorry po Madam ha… hindi lang po sa Cauayan Isabela naglipana ang mga subdibisyon kundi sa maraming lugar sa bansa,” paliwanag ni Tulfo.
Kinontra naman ni Villar ang pahayag ni Tulfo na mga farmlands ang binibili ng mga property developers.
“I tend to disagree, where will the people live if you don’t build subdivision” giit ng Senadora.
“Marami pong mga lugar na pwede pong pagtayuan ng subdibision, wag lang pong itake over ang mga farms. Kasi nga po ang mga farmers, dahil sila ay naghihikahos… they are being …. taken advantage of… lalo na pong merong tinatawag na rice tarrification … so mura po ang dumadating na bigas dito … so pumapasok po itong mga negosyante… nag o offer ng pera para bilhin ang kanilang mga lupain,” kagyat na sagot ni Tulfo.
“Of course walang choice ang mga farmers kundi ibenta na lang ang kanilang mga lupa…. Sapagkat mayroon na pong tinatawag na ‘rice tarrification,” saad ng beteranong broadcaster bago naging Senador.
“I wrote the rice tariffication law … You know we wrote that tariffication law, because in 2018 the price of rice rose to almost 50-60 pesos per kilo. And that is the only time President Duterte became unpopular because ‘rice is a political crop. Tuwing nagmamahal ang rice, nagiging unpopular ang president,” paliwanag ng Senadora.
Para maiwasang uminit ang sagutan sa pagitan nina Senador Tulfo at Villar, sinuspendi ni Senate Presidente Juan Miguel Zubiri ang deliberasyon subali’t sa pagbabalik ng session sinabi ni Tulfo na itutuloy na lamang niya ito sa pamamagitan ng isang ‘ privilege speech.’
