Pinanghihinaan na ng loob ang mga rebeldeng grupo dahilan kaya unti-unting balik-loob sa pamahalaan ang mga kasapi ng iba’t ibang communist terrorist group (CTG) sa bansa.
Ayon kay Police Regional Office 3 (PRO3) Regional Director PBGen. Cesar Pawisen, ang pagsuko ng mga dating CTG ay malinaw na indikasyon na bumababa ang moral ng mga komunistang grupo.
Nitong nakaraang Nobyembre 21, dalawang rebelde mula sa Bulacan at Pampanga ang sumuko sa Philippine National Police (PNP).
Kinilala ni Pawisen ang mga rebel returnees na sina “Ka Argel”, dating Liaison Officer ng “Edwardo Dagli Command” na kumikilos sa Quezon Province at Batangas; at “Ka Rico”, dating miyembro ng Bagong Hukbong Bayan (BHB).
Isinuko ng dalawang rebelde ang ilang pampasabog tulad ng granada, caliber .38 revolver, at isang rifle grenade.
Maliban sa pagsuko ng dalawang rebelde, sunod-sunod din ang pagbabalik-loob ng mga kasapi ng rebeldeng New People’s Army (NPA) sa pamahalaan nitong mga nakaraang araw.
