Dahil hindi mapigil ang pagmahal ng krudo at gasolina, naging malikhain ang Philippine National Police (PNP); – planong ibalik ang pangangabayo bilang alternatibong police patrol sa halip na police mobile car.
Ayon sa PNP Region 12, sa halip na de-gasolinang police mobile, kabayo ang gagamiting pang-patrolya sa mga liblib na lugar.
Hindi lang daw ito sagot sa mataas na presyo ng gasolina, kundi praktikal din daw ang mga kabayo na pang-responde sa krimen at rescue operation lalo na sa mga malalayong barangay na hindi kaya ng motorized vehicle.
Ito ang ang tinawag ng PNP Region 12 na “Project H.O.R.S.E.” o Hinterland Operational Response for Services and Emergency na sinimulan na noong Oktubre ngayong taon.
Ang konseptong ito ay binuo ni Police Regional Office 12 (PRO 12) Regional Director Gen. Jimili Macaraeg.
Katwiran ni Macaraeg, halos 80 porsiyento ng Region 12 ay binubuo ng bulubundukin lugar, kaya matinding hamon sa kanila ang makapagbigay ng agarang tulong sa mga nasa malalayong lugar.
Nasubukan na raw nila ang “Horse Patrol” kaya hindi malayong maging epektibo ito sa kanilang mga operasyon.
Naging matagumpay din umano ang Hose Patrol nung maghartid sila ng agarang tulong at serbisyo sa mga biktima ng flash flood sa Sarangani Province.
“Through PROJECT HORSE, we were able to reach remote areas to deliver relief goods and assist in the search and rescue, and clearing operations. Indeed, no calamity is too strong against a united community,” ani Macaraeg.
Sa pakikipag-ugnayan ng BITAG Media Digital (BMD) sa Regional Public Information Office Region 12, nasa 43 na mga native na kabayo ang kanilang pinamigay sa PNP at patuloy pa raw itong madagdagan sa tulong ng iba’t ibang sektor.
Katuwang ng PNP PRO 12 sa proyektong ito ang National government agencies, Local Government Units (LGUs) at iba’t ibang samahan.
