LABAN-BAWI SA PONDO NG NTF-ELCAC AT DEPED BUDGET

Laban-bawi ang naging deliberasyon ng bicameral conference committee sa P5.26 trilyong national budget para sa Fiscal Year 2023, matapos ibalik ang bilyon-bilyong pondo ng National Task Force to End Local Communist Armed Conflict (NTF-ELAC) at Department of Education (DepEd).

Base sa reconciled version ng bicameral conference committee, balik ang halos P10 bilyong pondo sa NTF-ELAC, habang ang dating P30 milyon na confidential fund ng DepEd ay ginawang P150 million.

Kinumpirma ni Ako Bicol party-list Rep. Zaldy Co ang pagbabalik sa kontrobersyal na pondo ng NTF-ELAC na kilalang promotor sa pag-red tagging sa mga aktibista at progresibong grupo.

Pinangunahan ni Co ang House appropriations panel, habang si Senator Sonny Angara naman ang kumakatawan sa Senado.

Una nang ni-realign ng Kamara ang P5 bilyon mula sa NTF-ELCAC, pero pagtungtong ng bicameral committee ay ibinalik ito sa orihinal na P10 bilyon.

Naging kontrobersyal din ang NTF-ELAC matapos punahin ng Commission on Audit (COA) ang hindi ma-liquidate na pondo nito noong 2021.

Samantala, matapos tapyasan ng Senado sa P30 milyon ang mungkahing confidential funds ng DepEd, ibinalik din ito sa P150 milyon.

Naging mainit din ang pagpuna ng mga kritiko at progresibong grupo sa ibibigay na confidential fund sa DepEd dahil mahirap halungkatin kung saan talaga dadalhin ang pondo para sa confidential funds.

Hinala ng ilang grupo, baka mapunta raw ang confidential fund ng DepEd para paniniktik sa mga youth organizations at mga aktibistang grupo.

Pero paliwanag ni Vice President at Education Secretary Sara Duterte, mapupunta ang kanilang confidential funds sa monitoring at programa para tuldukan ang pang-aabuso at pagmamaltrato sa mga estudyante.
