Lusot na sa House Committee on Basic Education and Culture at sa House Committee on Higher and Technical Education ang panukalang batas na gawing mandatory ang Citizens’ Training Service Program (CSTP) sa pamamagitan ng Reserved Officers Training Corps (ROTC).
Batay sa ulat ng CNN Philippines, pinagsama-sama ang 26 panukalang batas sa ilalim ng House Bill 6486 o ang panukalang ibalik ang mandatory ROTC.
Ibig sabihin, magiging mother bill ng mga nakabinbing panukala ang House Bill 6486 na magbubuwag sa National Service Training Program (NSTP) na nasa ilalim ng Republic Act 9163.
Sakaling maging ganap na batas, oobligahin ang mga estudyante na magsanay sa military service pagtungtong ng senior high school o kolehiyo.
Inisyatibo ng naturang panukala na ihanda ang mga kabataang Pinoy na sumalang sa “constitutional duty obligation” na magbigay ng military o civil service sa bansa sa oras ng kalamidad, national o local emergency, rebelyon, digmaan, o pagtatangka ng pananakop sa bansa.
Sa kabila ng kaliwa’t kanang agam-agam, binigyang-diin ng mga mambabatas na hindi na mauulit ang kultura ng hazing at karahasan sa ROTC.
Matatandaang dati ng binuwag ang mandatory ROTC at ginawa na lamang itong “optional” dahil sa mga sumulpot na kaso ng karahasan, korapsyon at pang-aabuso.
Unang nabunyag ang kaso ng karahasan sa ROTC noong 2001 dahil sa pagkamatay ng ROTC cadet ng University of Santo Tomas (UST) na si Mark Wilson Chua dahil sa hazing.
