Kasado na sa third and final reading ang panukalang ipagbawal ang “No Permit [Payment], No Exam” policy sa mga kolehiyo.
Lusot noong Martes, Dec. 6, sa ikalawang deliberasyon ng Kamara ang House Bill 6483 o ang panukalang ipagbawal sa mga tertiary schools ang paghihigpit sa mga estudyanteng kinakapos sa pang-matrikula.
Ipinunto sa HB 6483 na dapat i-accommodate at unawain ang kalagayan ng mga mag-aaral na posibleng nahaharap sa emergencies at iba pang sitwasyon kaya’t hindi regular na nakakapagbayad ng obligasyon sa eskwela.
“Considering that higher education is imbued with public interest, all HEIs shall adopt appropriate policies to accommodate and allow students who, due to emergencies, force majeure, and good cause or other justifiable reasons, have unsettled financial obligations to take the scheduled periodic examinations,” ayon sa panukalang batas.
Sa kabilang banda, bibigyan ng karapatan ang school administration na huwag bigyan ng clearance o transfer credential ang isang estudyante hangga’t hindi makumpleto ang bayarin sa eskwela.
Pwede ring hindi tatanggapin sa susunod na enrollment ang isang estudyante kung may outstanding balance pa ito sa office of the registrar.
