Lusot na sa ikalawang pagbasa ng Mababang Kapulungan ng Kongreso ang panukalang bigyan ng P3,000 monthly honorarium at benepisyo ang mga barangay health workers sa buong bansa.
Inaprubahan sa second reading ang House Bill 6557 o ang panukalang “Magna Carta of Barangay Health Workers” sa pamamagitan ng voice voting sa plenary session ng Kamara kahapon, Dec. 7.
Sa ilalim ng panukala, ipagkakaloob ng gobyerno ang insentibo sa mga barangay health workers (BHWs) tulad ng monthly P3,000 honorarium, hazard pay, transportation, at subsistence allowances, one-time retirement cash incentive, health benefits, vacation at maternity leaves at cash gift.
Sasagutin din ng gobyerno ang monthly contribution ng mga BHWs sa Government Service Insurance System (GSIS) at bibigyan sila ng oportunidad na makapag-upgrade ng kaalaman sa health services sa pamamagitan ng regular na training/seminar na ipagkakaloob ng Department of Health (DOH).
Bibigyan din sila ng training courses at career enrichment programs mula sa Department of Education (DepEd), Commission on Higher Education (CHED), Technical Education and Skills Development Authority (TESDA) at iba pang ahensya.
Sakaling maisabatas ang HB 6557, awtomatikong bibigyan ng first grade Civil Service Eligibility (CSE) ang mga health workers na makakapag-serbisyo ng hindi bababa ng limang taon sa barangay.
Maikokonsiderang BHW ang mga empleyado ng barangay kung sila ay advocate educator, disseminator, coordinator, record keeper, at health care service provider ng komunidad.
