Nakapaloob sa House Bill (HB) 2833 na inihain ni Deputy Speaker at Batangas 6th district Rep. Ralph Recto na dapat irehistro ang mga habal-habal bilang pampasaherong motorsiklo na tatawaging “motorcycle taxi”.
Ayon kay Recto, malaki ang kontribusyon ng mga habal-habal sa kakulangan na public transport at matinding trapiko sa bansa lalo na sa Metro Manila.
Bukod sa HB 2833, may nakahain ding panukala sa Kamara para isulong ang pag-regulate o pagpapa-rehistro sa mga single na motorsiklo tulad ng inihaing HB 128 ni Cebu 1st district Rep. Rachel Marguerite del Mar at HB 307 na isinusulong naman nina Camarines Sur 2nd district Rep. Luis Raymond Villafuerte, Camarines Sur 5th district Rep. Miguel Luis Villafuerte, Camarines Sur 1st district Rep. Tsuyoshi Anthony Horibata, at Bicol Saro Partylist Rep. Nicolas Enciso VIII.
Sakaling maisabatas ang panukala, bibigyan ng pagkakataon ang mga single na motorsiklo na magpa-rehistro tulad ng mga taxi, transport vehicle services (TVS), tricycle at jeep.
Bukod sa maso-solusyonan ang matinding traffic, makatutulong din umano ang mga motorcycle taxi para mabigyan ng libu-libong trabaho ang mga Filipino.
Katunayan, sa Metro Manila lamang, nasa 40,000 motorcycle riders ang nagkaroon ng trabaho dahil sa joyride, angkas, moveit, at iba pang motorcycle taxi na pinahihintulutan ng Motorcycle Taxi Technical Working Group ng Department of Transportation (DOTr).
