Kinilala ni Police Regional Office 7 Director PBGen. Jerry Bearis ang suspek na si Rafael Carnicel alyas ‘Raprap’ , 21, residente ng Brgy. Pasil, Cebu City.
Sa ulat, dakong alas-9:35 ng gabi ng Biyernes nang dakpin ang mga suspek ng mga tauhan ng Provincial Intelligence Unit (PIU), Provincial Drug Enforcement Unit (PDEU), at Liloan Municipal Police Station sa Sitio Magsaysay, Brgy. Pasil, Cebu City bandang 9:35 ng gabi.
Nahuli sa suspek ang kabuuang 1,050 gramo ng hinihinalang ‘shabu’ na tinatayang nagkakahalaga ng PhP7,140,000.00.
Dagdag pa ni PBGen. Bearis, matagal nang nasa surveillance list ng mga operatiba ang HVI na suspek na nag ooperate umano sa Consolacion, Liloan, Cebu City, Minglanilla, and Talisay City.
Bukod sa mga droga, nakumpiska din sa kanya ang buy-bust money, sling bag, paper bag at cellular phone na ginagamit niya sa kanyang mga transaksyon.
Nahaharap ang suspek sa kasong paglabag sa Section 5 at 11 ng Republic Act 9165 (Comprehensive Dangerous Drugs Act of 2002).
