Isinusulong ng isang mambabatas na patawan ng buwis ang mga itinuturing non-essential goods na binibili at ginagamit ng mga mayayaman sa bansa.
Sa depinisyon ni Albay 2nd District Representative Joey Salceda na may mungkahi ng panukala, ang mga “non-essential goods” ay ang mga kagamitan na may presyong lagpas sa abot o hindi kayang bilhin ng karamihang mamimili at hindi maituturing mahalaga sa pang-araw-araw na buhay o essential. Ilan sa mga halimbawa nito ang mga mamahaling relo, bags, leather items, mamahaling mga sasakyan, luxury properties, membership clubs at mamahaling mga inumin.
Ayon kay Salceda, ito ay matapos manawagan ang non-government organization na Oxfam Pilipinas sa gobyerno na patawan ng mas mataas na buwis ang mga itinuturing na “super rich” sa bansa.
Sa latest report ng Oxfam, ang siyam na pinakamayamang tao sa Pilipinas ay may higit na kayamanan sa kalahati ng populasyon o 55 milyong Pilipino.
Sinabi ni chairman ng House Ways and Means, pinag aaralan na ng kumite ang pagpataw ng buwis sa mga luxury item na maaaring makapagdagdag ng P12.4 bilyong annual revenue sa bansa base sa constitutional principle of progressivity in taxation.
“I can’t target one specific section of the population for what they supposedly own. They will simply apply for a foreign citizenship and move their money to other countries that will be happy to take them,” ani Salceda.
“But wealth induces luxurious lifestyles, or what economists call conspicuous consumption. We can slap taxes on those items since they won’t mind paying them anyway,” dagdag pa ng kongresista.
Ilan sa mga tinukoy at pinag-aaralan ni Salceda na patawan ng buwis ay ang wristwatches, bags, at leather items na may presyong P50,000 pataas; private jets, luxury cars na may halagang higit sa P5 million; mga residential properties na P100 million per unit; mga inumin na P20,000 per bottle at traded paintings na may halagang P100,000 o higit pa.
Ayon sa beteranong mambabatas, kung tataasan naman daw sa 25 o 30 porsyento ang buwis sa non-essential goods tax bukod pa sa isinusulong na pagpapalawig ay makakalikom ng P15.5 hanggang P18.6 bilyong karagdagang annual revenue ang bansa.
“The committee will definitely pass a measure expanding that list, but we will discuss which items can generate the most revenue for the least effort,” wika ni Salceda.
