Si Reed ay isang dating pulis na itinuturing National Level Most Wanted Person ng Department of Interior and Local Government (DILG) kaugnay sa pagpatay kina Salvador “Buddy” Dacer at Emmanuel Corbito noong Nobyembre 24, 2000 sa Makati City.
Sa pagtutulungan ng Bulacan Police at Regional Special Operations Group (RSOG) ng National Capital Region Police Office (NCRPO) nadakip ang 57-anyos na si Reed sa Brgy. Poblacion, Pulilan, Bulacan. Bitbit ng mga awtoridad ang warrant of arrest laban sa suspek sa kasong double murder na may petsang Mayo 25, 2001 na inilabas ni Judge Rodolfo Ponferrada. Walang nakalaang piyansa para sa kalayaan ni Reed na kasalukuyang nakapiit sa RSOG detention facility.
Matatandaan na noong Nobyembre 24, 2000, dinukot sina Dacer at Corbito sa kahabaan ng Makati City. Noong Abril 2001, natagpuan ang kanilang sunog na mga bangkay sa isang sapa sa Cavite. Nakilala ang kanilang mga katawan gamit ang mga dental record at personal na gamit.
