Suportado ni Civil Service Commission (CSC) Chairperson Karlo Nograles ang kahalagahan ng mental at physical health fitness programs ng mga manggagawa Pilipino.
Ayon kay Nograles, mahalaga ang pisikal at mental sa kalusugan ng mga empleyado upang epektibong magampanan ang kanilang mga trabaho.
Nakasaad sa CSC Resolution No. 1901265 o Guidelines on the Development of Mental Health Program (MHP) in the Public Sector, sa pamamagitan ng CSC Memorandum Circular (MC) No. 4, na ang mga ahensya ng gobyerno ay inatasan na gumawa at magpatupad ng Mental Health Program at magbigay ng inclusive, conducive, at supportive work environment para sa mga pampublikong opisyal at empleyado.
Ang nasabing resolusyon ay nakaangkla sa Republic Act No. 11036 o Mental Health Act of 2018.
Sa nakalipas na mga taon, ang CSC ay gumawa ng mga patakaran at programa na nagtataguyod ng pisikal at mental na fitness para sa mga manggagawa ng gobyerno.
Noong 1992, inilabas ng Komisyon ang MC No. 38 o ang Physical and Mental Fitness Program for Government Personnel. Sinundan ito ng mga karagdagang circular na nai-publish na naglalayong isulong ang kagalingan ng empleyado.
