Mainit ngayon ang Senado sa umiiral na ‘No permit, No exam’ Policy sa mga eskwelahan.
Tinawag na “cruelest of fines” o pinakamalupit na parusa, sinabi ni Sen. Chiz Escudero na isinusulong niya ang Senate Bill No. 1359.
Sa kaniyang panukala, hindi na pwedeng pagbawalan o harangin ng mga educational institution na kumuha ng examination o anumang educational assessment ang isang mag-aaral dahil lamang hindi pa ito nakakabayad ng matrikula at ibang financial obligation.
“By any moral yardstick, forcing a student to forfeit an exam is the cruelest of fines. It triggers a chain of events that is sometimes life-altering for the student, for the worse, not only of denied diplomas but also of dead dreams,” ayon kay Escudero.
Nakasaad din sa SB No. 1359 na hindi pwedeng ipatupad ng mga paaralan na kumuha muna ng permit at pilitin ang mga estudyante at magulang na magbayad muna ng mga school fee bago ang mga pagsusulit. Bawal na rin ang pagpapataw ng penalty o interest na mas mataas pa sa 6% per annum ng kabuuang babayaran.
Sakaling maging isa nang batas, ipapatupad ito sa lahat ng mga pampubliko at pribadong paaralan mula sa kindergarten, elementarya, high school at technical vocation at short course.
Pagmumultahin naman ng mula sa P20,000 hanggang P50,000 sa bawat paglabag ang mga mahuhuling violator.
Ang nasabing Senate Bill 1359 ay pinasama-samang panukala nina Senator Juan Miguel Zubiri, Cynthia Villar, Ramon Revilla, Jr., at Ronald de la Rosa.
