Nais nang matuldukan tuldukan ni Senator Raffy Tulfo ang ipinaiiral ng ilang mga lending company na ‘Sangla-ATM’ scheme.
Sa privilege speech kahapon ni Sen. Tulfo, sinabi ng mambabatas na karamihan sa mga biktima rito ay mga senior citizen na buwanan nakakatanggap ng pensyon sa Social Security System (SSS) at Government Service Insurance System (GSIS). Papautangin lang ang isang indbidwal sa kondisyong gagawin niyang collateral ang kaniyang ATM o debit card.
Ayon sa senador, dapat nang matuldukan ang ganitong gawain ng mga lending institution dahil nawawalan na ng “freedom to access” ang mga pensioner sa kanilang pera.
“Let us remember the policy behind the creation of sss and gsis is social justice, this is the mandate of the constitution,” ayon kay Tulfo.
Ipinunto din ng Sendor ang naging survey noon ng Banko Sentral ng Pilipinas na 39.9 % na ginagawang collateral sa mga pautang ay ang ATM. Sa mga ATM cards o debit cards ipinapadala ng SSS at GSIS ang monthly pension ng mga pensyonado.
Dahil dito, panahon na raw para magkaroon ng batas na nagpo-protekta at nagbabawal sa paggamit sa ganitong istilo ng mga lending company.
“I am looking into proposing the prohibition or regulation of the use of Social Security System (SSS) and Government Service Insurance System (GSIS) pension ATMs as collateral and provide corresponding penalties,” dagdag pa nito.
Nagpahayag naman ng suporta si Majority Leader Joel Villanueva. Ibinahagi rin ng senador ang kopya ng privilege speech ni Tulfo sa Committee on Banks and Financial Institution and Currency at Committee on Social Justice, Welfare and Rural Development.
