Iminumungkahi ngayon ni Senator Ronald “Bato” Dela Rosa sa Philippine National Police (PNP) na ibalik ang disiplinang militar sa pagdidisiplina sa mga tiwaling pulis.
Sa Senate Committee on Public Order and Dangerous Drugs, sinabi ng senador sa mga opisyal ng PNP na kailangan gawin mala-militar ang disiplina sa mga pulis na sangkot sa anumang kalokohan o pang aabuso.
“Sasabihin nila, kaya abusado ang pulis dahil dito sa prevailing disciplinary mechanism natin,” paliwanag ng dating PNP Chief.
“Ngayon, gusto natin palakasin iyong disciplinary mechanism ng PNP by empowering commanders, the disciplinary authorities, whatever level, na pwede niyang i-hold iyong kanyang tao, kagaya ng isang sundalo, na kapag may ginawang kalokohan yung tao niya pwede niyang ikulong,” dagdag pa ni Dela Rosa.
Bukod dito, tahasang sinabi rin ng mambabatas na kulang sa pangil ang pagdidisiplina ng PNP sa hanay nite dahil ang kakayahan lamang ngayon ng PNP ay i-restrict o panatilihin lamang sa loob ng kampo ang mga nagkamaling pulis. Ang ganitong estilo raw ay may posibilidad na makatakas o makalabas ang mga ito.
Paliwanag naman ni National Police Commission (Napolcom) Vice Chairperson at Executive Officer Alberto Bernardo na sa ngayon, maari lamang nilang sampahan ng kasong insubordination ang mga restricted na pulis.
“Dapat padlock talaga…Siguro ibalik natin dun sa sistema, na may power yung disciplinary authority to arrest, or confine or detain itong nang-abuso or suspect na pulis”giit ni Dela Rosa.
