Ang eCongress, isang digital legislative management system ay layong mapabilis ang trabaho ng legislative secretariat at gawing mas accessible sa publiko ang mga impormasyon hinggil sa mga panukalang batas at resolution na inihain at pinagtibay ng senado at kongreso.
Ito ang tugon sa panawagan ni Pangulong Ferdinand R. Marcos Jr. na digitization, harmonization at pag iisa ng mga record at transaksyon ng gobyerno.
Pinangunahan nila Senior Deputy Speaker Gloria Macapagal Arroyo na kumakatawan kay House Speaker Ferdinand Martin Romualdez sa panig ng Kamara at ni Senate President Migz Zubiri para sa Senado.
Sina House Secretary General Reginald Velasco at Senate Secretary General Renato Bantug Jr. ang lumagda ng memorandum of agreement.
