Nais ni Senador Raffy Tulfo na matigil ang diskriminasyon at paglabag umano ng mga abusadong checkpoint personnel laban sa mga motorcycle riders.
Sinabi ni Tulfo na kaliwa’t kanan ang checkpoint ng mga naka-motor kung saan ay kinakapkapan, hinihingan ng dokumento ang mga riders at pinapabuksan ang kanilang compartment. Sa kabilang banda, sinabi naman niya na ang mga four-wheel vehicles ay hindi iniinspeksyon sa checkpoint, kaya lumilikha ng impresyon na ang mga checkpoint personnel ay namimili sa kanilang paghahanap.
kaya naman inihain ni Tulfo ang ng Senate Bill 1977 na naglalayong i-regulate ang mga checkpoint sa bansa.
“This bill seeks to regulate the establishment of checkpoints in order to prevent any other infringements of the constitutional rights of people against unwarranted searches,” saad ni Tulfo.
Matatandaan noong February 22 sa ginawang Public Hearing of the Committee on Justice and Human Rights, sinabi ni Senador JV Ejercito na masyadong mahal ang multa para sa “Doble Plaka” law kung saan ay nagiging diskriminayon din daw ito.

“We understand that there are instances where riders are getting inconvenienced with checkpoints but we want to appeal to everyone that the PNP is not doing this to disturb motorists but to ensure the safety of everyone,” saad ni PNP spokesperson Col. Jean Fajardo.
