Pinabulaanan ng Land Transportation Office (LTO) ang pahayag ni House Deputy Speaker Ralph Recto na maaaring gamitin ng ahensya ang kanilang daily collection upang tugunan ang shortage sa supply ng driver’s license at license plates.
Ayon kay LTO Finance Division Chief Marivic Lopez, araw-araw nilang direktang inire-remit sa Bureau of Treasury ang kanilang daily collection habang nanggagaling naman ang kanilang pondo pambili ng mga materyales sa kanilang taunang budget sa ilalim ng General Appropriations Act.
“The LTO is not authorized to retain funds collected or received from day-to-day operations. All funds collected are remitted the following day,” wika ni Lopez.
Matatandaang sinabi ni Recto na maaaring malikom ng LTO sa loob ng apat na araw ang P249 million na kinakailangan upang makabili ng plastic ID cards kung gagamitin lamang nito ang nakukuha nilang koleksyon araw-araw.
Paglilinaw ng ahensya na hindi ang kakulangan sa pondo ang dahilan ng supply shortage kundi ang pagkaantala sa pagdating ng mga materyales na kakailanganin sa paggawa ng mga lisensya.
Isinisisi naman ni LTO Chief Jose Arturo Tugade ang shortage sa special order na inilabas ng Department of Transportation (DOTr) nitong Enero na nagsasaad na ang lahat ng procurement activities na P50 milyon pataas ang halaga ay dapat gagawin at pangangasiwaan ng DOTr Central Office.
