Halos lahat ng kulungan sa ilalim ng Bureau of Jail Management and Penology (BJMP) ay puno na ayon sa Commission on Audit (COA).
Ayon sa COA ang ideal cell area para sa isang jail facility ay 597,045.70 square meters, ito ay nakabatay sa 4.7 square meters na ideal na tinatawag na habitable floor area para sa bawat detainee. Ang mga pasilidad na mayroon ang BJMP ay may kabuuang 219,498 square meters lamang. Hindi pasok sa cell area para sa 46,702 persons deprived of liberty.
Ang congestion rate sa bansa ay umaabot ng 101 hanggang 2,739 porsyento, mula sa 323 ng 478 na pasilidad mayroon ang BJMP. Ang kabuuang populasyon ng mga preso noong katapusan ng 2022 ay 127,031, na lumampas sa kabuuang ideal na kapasidad na 46,702.
“While the agency has been continuously professionalizing the jail services as well as unceasingly providing the basic needs of PDL such as food, drugs and medicines, rehabilitation supplies, etc., congestion has always been one of the biggest challenges in carrying out its mandate in humane safekeeping and development of PDL under its care,” saad ng mga auditors ng COA sa report. Pinayuhan naman ng COA ang BJMP na lumapit sa LGUs upang makahingi ng pinansyal na tulong sa pagpapatayo ng mas malaki at malawak na pasilidad para sa mga PDLs, gayundin para sa maayos na akomodasyon sa mga tao na nandito.
