Sa kanilang 11AM weather bulletin, namataan si Dodong sa Allacapan, Cagayan na may maximum sustained winds of 45 km/h malapit sa gitna at bugso na aabot sa 75 km/h.
Gumagalaw ito North northwestward sa bilis na 15 km/h.
Nakataas ngayon ang Signal No. 1 sa mga sumusunod na lugar: Cagayan, Isabela, Apayao, Kalinga, Abra, Mountain Province, Ifugao, Benguet, Ilocos Norte, Ilocos Sur, La Union, and the northern portion of Pangasinan (San Nicolas, San Manuel, Sison, San Fabian, Pozorrubio, Bolinao, Bani, City of Alaminos, Sual, Labrador, Lingayen, Agno, Binmaley, Dagupan City, San Jacinto, Mangaldan at Anda.
