The PRC’s conduct was provocative and unsafe, resulting in the temporary blindness of the crewmembers of the BRP Malapascua and interfering with the Philippines’ lawful operations in and around Second Thomas Shoal,” pahayag ni US State Department spokesperson Ned Price.
