Pinuna ni Senador Raffy T. Tulfo ang ang paraan ng pagsasagawa ng checkpoint ng mga alagad ng batas sa mga motorcycle riders.
Sa isinagawang public hearing ng Senate Committee on Justice and Human Rights, “unfair” umano ang paghahanap ng lisensya at Official Receipt (OR) and Certificate of Registration (CR) sa mga motor riders.
“Ano ba meron bakit ang haba ng pila ng mga motorsiklo, meron checkpoint, yung mga four wheels na mga sasakyan, larga, motorcycle, pila-pila, hinahanapan ng mga lisensya with no probable cause.”wika ng senador.”
“Ang pagkakaalam ko paparahin lamang ang motorista kung may probable cause, (Example) wala helmet, sira ilaw, pagewang gewang, hinahanapan ng registration bubuksan ang compartment, kakap-kapan bakit ganun? discrimination po iyon.”
Dagdag pa ng senador madalas din aniya na nagagamit ang mga checkpoint sa mga pangongotong.
Pinaalalahanan din ng senador ang mga law enforcement officer na ipatupad ang maximum tolerance at sundin ang rules of engagement at iba pang doktrina pagdating sa checkpoint operations.
“Wala po ako masamang tinapay or against sa sa checkpoint kailangan din po natin yan specially during gun bans and pursuit of criminals running away from a crime scene, pero bakit motor lang? eh di lahatin na, palagi ang mga nakamotorsiklo ang pinagiinitan.”
