Ikinabahala ni Sen. Raffy Tulfo ang sunod-sunod na malawakang brownout sa isla ng Panay at Negros na nagsimula noong April 27.
Agad nagbuo ng investigation at monitoring team si Sen. Tulfo na siyang chairman din ng Senate Committee on Energy.
Unang inabisuhan ang Senador na ang dahilan ng brownout ay dahil sa line fault o tripping sa transmission line ng National Grid Corporation (NGCP).
Ngunit kinontra naman ito ng NGCP at ibinunton ang sisi sa Central Negros Electric Cooperative (CENECO).
Mula raw sa linya ng CENECO ang pinag-ugatan ng tripping o line fault at nagkaroon daw ng domino effect at nakaapekto hanggang sa Panay.
Agad na tinawagan ng Sen. Tulfo ang CENECO at sinabi na nagkaroon daw ng voltage fluctuation at frequency imbalance sa 69kV line na nasa ilalim ng pamamahala ng NGCP.
Inamin umano sa kanila ng NGCP noong April 28 na nagbigay ng warning na magkakaroon ng short supply sa grid kaya pinatakbo ng CENECO ang kanilang mga generator para mapunuan ang deficiency.
Dagdag pa ng CENECO, nagpalabas daw ng unified stand ang lahat ng electric cooperative sa Panay at Negros na itinuturo ang NGCP na pinag-uugatan ng problema.
Sa puntong ito, tinawagan ng team ni Sen. Tulfo ang Department of Energy (DOE) at Energy Regulatory Commission (ERC) upang magsagawa ng malalimang imbestigasyon at malaman kung sino ang may pagkukulang.
“Tinawagan na namin ang DOE at ERC para imbestigahan ang problema at kung sino talaga ang pinag-ugatan dahil nagtuturuan ang NGCP at CENECO. Samantalang ang ginagawa kong monitoring at pakikipag-ugnayan sa NGCP at CENECO hinggil sa sitwasyon at para hanaan na rin ito ng permanenteng solusyon,” pahayag ni Sen Tulfo.
