Isinusulong ngayon ni Davao City 1st District Representative Paolo Duterte ang agarang pag-pasa ng kaniyang panukalang batas ukol sa pag-regulate ng motorcycles-for-hire.
Kasama ni Duterte sa pagsulong ng House Bill 4470 sina Reps. Eric Yap (Benguet) and Edvic Yap (ACT-CIS) na pare-parehong nanawagan ng pagpasa ng nasabing panukalang batas.
Ito’y matapos manawagan naman ang ilang mga advocacy groups na tanggalin na ang cap sa bilang ng mga motorcycle taxis.
“As a result, the number of ‘habal-habal’ rides, or those motorcycles-for-hire operating outside the purview of the pilot study conducted by the LTFRB, has continued to increase. Passengers who cannot book through motorcycle-hailing apps authorized by the LTFRB because of the lack of available rides are left with no option but to patronize these illegal habal-habal and compromise their safety,” ani Duterte.
Taong 2019 nang buuin ng Land Transportation Franchising and Regulatory Board (LTFRB) ang Motorcycle Taxi Technical Working Group (MC Taxi TWG) upang pag-aralan ang idudulot ng motorcycles-for-hire sa publiko.
Nais naman ng ilang mga transport advocacy at consumer groups, tulad ng CitizenWatch Philippines, Bantay Konsyumer, Kalsada, Kuryente at ang The Passenger Forum na tanggalin ang 45,000 limit na itinalaga ng MC Taxi TWG hinggil sa bilang na maaring bumiyahe sa kalsada. “The long-term solution to this valid point raised by transport advocacy groups is a law that will regulate the operations of motorcycles-for-hire,” dagdag ni Duterte.
