Pasado na sa ikatlo at huling pagbasa ng Kongreso ang House Bill 7325 o ang Magna Carta for Filipino seafarers.
Nakakuha ng 304 apirmatibong boto ang panukalang batas na ito na naglalayong protektahan ang mga karapatan at interes ng mga Pilipinong marino bago, habang, at pagkatapos ng kanilang trabaho.
Ayon sa House Speaker’s Office, saklaw sa HB 7325 ang mga Filipino seafarers na nagtatrabaho sa anumang uri ng kapasidad lulan ng foreign-registered ships at Philippine-registered ships na naglalayag sa buong mundo.
Sa ilalim nito, ang mga Filipino seafarers ay magkakaroon ng karapatan sa mga sumusunod:
Nakalista rin sa HB 7325 ang mga tungkulin at pananagutan ng mga seafarers, gayundin ng mga shipowners at manning agencies.
Ipinag-uutos din nito na ang standard employment contract ay dapat suriin at aprubahan ng Department of Migrant Workers (DMW) upang matiyak na pinoprotektahan ng kontrata ang mga karapatan ng mga seafarers.
Nakasaad din sa panukalang batas na ang mga marino ay dapat ay magkaroon ng karapatan sa medical care, board at lodging para sa mga panahong kanilang ginugol sa quarantine o self-isolation sa panahon ng isang pandemya, gayundin ang hospitalization at pagpapagamot kapag siya ay nagkasakit o nahawahan hanggang sa siya ay tuluyang gumaling.
“Seafarers shall be entitled to adequate compensation in the case of injury, loss or unemployment arising from the ship’s loss or foundering, in accordance with the SEC or the CBA (collective bargaining agreement),” saad sa panukalang batas.
Ang Overseas Workers and Welfare Administration (OWWA) ay inaatasan naman na magtatag ng mga seafarer welfare facility o centers sa mga pangunahing crew-change ports partikular sa Metro Manila, Pangasinan, Bulacan, Cavite, Batangas, Iloilo, Cebu, Cagayan de Oro City, Davao City, at iba pang lugar.
“A One-Stop-Shop for Seafarers, which shall have representatives from government agencies that process or issue licenses, permits, clearances, and other documents required by seafarers shall also be established in these welfare centers for the convenience of the seafarers and to maximize the services being offered to them.”
